Government is the means by which a large group of people (e.g. a country) communicates amongst itself about universal issues and reaches collective decisions in regards to those matters.
My point being that it is not an entity, separate from the populace, charged with the duty of controlling the people. Nor is it an independent entity, granted the power to develop and execute foreign policy & relations which are not clearly supported and expressed by the citizenry.
